I'm running an info thread back at the PSU on this game and thought it'd be fine to bring it over here. As these forums have a different format, I'm still having to edit this, etc. so I'm not done with the full installation of it yet.

Infamous is an exclusive game being developed by Sucker Punch, the company that brought gamers Rocket: Robot on Wheels, and the memorable Sly Cooper franchise. It’s been under production for over 20 months, and will be offering the gaming community a compelling experience.
With a deeply designed environment, and elements of story and gameplay, players will be able to determine the unfolding of events in the game. It’ll be offering smooth dynamics, widespread development of power, and above that, development of the main character’s growth.
In Empire City, an immense metropolis teeming with technology, right within a serene landscape, an Explosion opens up and blows up city blocks, killing people and thundering down structures.
All of a sudden, chaos is the center of all points, with plagues, fires, and other disasters looming over. However, within the Explosion, was a messenger by the name of Cole. Instead of dying from the Explosion, he survives, and he realizes that he has mysterious powers. However, in a new infrastructure of his world that starts out against him, everything will depend on his actions and how he utilizes his powers.
Either restore Empire City…or destroy it.
Other: The story will sometimes be presented in stylized comic script pages--Cole tells his story and what's going on, while visual crumpled images depict his feelings and actions
Characters
Cole McGrath is the main character that players will be experiencing. Cole was an ordinary city messenger until he received unusual and sudden powers. Now he faces many problems within himself and likely towards others.
Trish was in a relationship with Cole before her sister was killed in the blast that was ignited by Cole. Her resent towards Cole might grow throughout the game. However, as she was a medical student, her role takes form on healing victims of the city’s corruption.
Zeke is Cole's wild best friend. He’s a very well known survivalist, but also brings up a ton of conspiracies and negative scenarios. Once he realizes Cole’s powers, he uses them to support his thoughts. However, he grows jealous of Cole later on.
The Voice of Survival is the mysterious character, Dallas, that “helps” Empire City dwellers live through the chaos of Empire City, through the various newscasts he monopolized. Although people love him, he turns a lot of them into anti-Cole citizens, after showing a video of Cole causing “The Explosion”.
The Reapers are people in hoods that form gangs throughout the city, especially after “The Explosion.” Their main roaming area, however, is in the first island, in the Neon District.
Boss Battle Detail: One boss battle, showcased in E3 2008, featured a Special Reaper, and takes some part in a Blackout. The boss could bolt aroundin high speed, and would use a power called a "Hell Spout". He would also tear apart pieces of Empire City structures and throw it all at Cole.
Players will be able to unfold Cole’s powers in many unlimited routes and branches. Not only does the game allow the player to develop standard abilities from pick-up scratch, but something similar to a Dynamic Outcome Watch, or Karma System will be implemented. This system develops the characters powers and other environmental features depending on how the play situates Cole and his abilities. Did Cole just attack a pedestrian? Then the citizens might flee from you or take you on. Did Cole just help someone in need? Then the citizens might go alongside you or cheer for you.
All those factors will decide how your powers are best used, and what aspects they have, thus giving an open decision basis onto the story and gameplay.

Standard Abilities and Techniques:
Electrical Conductivity is the main ability that Cole receives, and depending on the situations and how the player conducts it, it may be used to bring a lightning strike, a widespread shock field, or a precise bolt of electricity. Cole can also conduct special blasts and "grenades" with his kinetic energy. In order to receive powerful electric energy, he needs to root it out of devices that use it, such as neon signs, light posts, etc. SIXAXIS will be implemented to bring down lightning strikes. When Lightning storms come about in Empire City, Cole can make it descend and bolt through enemies and send them flying into the air.
Duplication is also hinted to be an ability that Cole could bring up, where the player can make copies of him.
Cole can also perform powerful Jumping and Climbing techniques, be it launching himself enough to reach a high neon sign, or spread around more easily.
Shock-Healing will offer the player to cure those in need, using the electric currents that Cole has within himself.
Arrests are forceful techniques that brings down criminals.
Other Notes:
-Cole, as any other hero/anti-hero, has weaknesses. For example, if any part of Empire City comes into a blackout, his electrical abiltiies weaken.
-Cole can't operate firearms, due to his electrical currents in his body
Empire City is the major environment of the game, a vast and open world with events unfolding constantly and naturally. Empire City is surrounded by an ocean and has three different islands with different enemy and story elements to them.
"It's not just "going about their business" to add flavor for flavors sake though. The entire city is built up from objects the citizens can use and interact with. When you enter new areas of the city, the civilians are unhappy and desperate – you'll find them digging through trash, sleeping on the streets. As the tide turns in the city, their behaviors will all change. This all is one of the most important and visible parts of making you feel heroic or villainous."
"When you get done fighting in the street it'll often look as if a tornado has torn through the place --it's very satisfying. But really the city is more than just destructible... it's completely wired for electricity and conduction. It's also completely climbable and useful for combat."

Specific Areas:
Archer Square is an area that holds the basis of food for the city, but most of the crops have been killed by plagues. A specific event here has Cole and Zeke reaching the food and getting it to help people. However, this is also the first scene where the citizens are strained to have distrust towards Cole.
The Neon District is part of the First Island, and is the main home for The Reapers, ruthless enemies.
